William L. "Bill" Keiner



William L. “Bill” Keiner, 76, of Fredericksburg passed away Tuesday, May 16, 2017 at his home.

Bill was born in Chicago, Illinois on April 22, 1941 to Louis and Lucille Walker Keiner. He was a graduate of the University of Illinois with a degree in electrical engineering. He came to Virginia in 1962 to work at the Naval Weapons Laboratory, now NSWC, to work on the POLARIS Fire Control System. Bill later received a master’s in electrical engineering from North Carolina State University. At his retirement in 1994, the Commander of the Naval Base cited his many significant contributions to a large number of major defense systems including A-6A Aircraft, the POSEIDON Missile System, the Trident Weapon System, the Marine Air/Ground Intelligence System, the Standard Hardware Acquisition and Reliability Program and the Aegis Weapon System. He was a frequent chair of technical conference sessions and published more than 25 technical reports and papers.

Bill also spent several years working with Cub Scouts and Boy Scouts. He served as a Webelos Leader and Pack Leader of Troop 199. After retirement Bill kept busy doing ancestor research for the Keiner, Motsinger, Walker, Moore and Hammer families. He was very delighted to work with refugee children and the Thursday night community dinner ministry by “bagging bread” at Fredericksburg Baptist Church.

Survivors include his wife of 53 years, Linda; three children Dr. Louis Keiner (Lesley) of Longs, SC, Laura Swindells (David) of Springfield and William Keiner (Dana) of Fredericksburg; three grandchildren Emma, Isabel, and Jackson Keiner; brother Thomas Keiner (L.J.) of St. Charles, MO; brother-in-law Hugh Motsinger (Betty Jo) of Winston-Salem, NC; and several nieces and nephews.

A service will be held at 10:30 a.m. Monday, May 22 at Fredericksburg Baptist Church. Entombment will follow in Oak Hill Cemetery.
